Welcome to the official page supporting the proposed annexation of the lower portion of Skyline Mountain Resort (SMR) and select nearby areas into the City of Fairview. This initiative represents an important step toward improving our community, ensuring reliable water, paved roads, lower utility costs, and stronger local governance.
Full-time residents are seeking better control over the services and infrastructure they rely on every day, while still preserving existing amenities. By joining Fairview, a city with more than 100 years of proven responsible management, we can achieve a structure that delivers dependable city services, improved representation, and long-term stability.
The current SMR HOA structure is not a sustainable long-term model. Its size, along with the conflicting priorities between full-time and part-time members, necessitates that a change is made. This annexation offers a solution that will benefit both full-time and part-time SMR members.

Annexation to the City of Fairview will provide full-time residents with greater control, reliable services, and a proven municipal framework to address our unique needs. Here’s how this transition benefits you:
No HOA Board Meetings: No need to attend or worry about monthly HOA discussions and being forced to attend meetings outside of Sanpete County.
No HOA Voting Conflicts: Decisions impacting full-time residents will no longer be determined by part-time members.
No HOA Restrictions: Properties are governed solely city ordinances, not selective HOA-enforced rules.
No HOA Fees: Full-time members will be recognized as citizens of the City of Fairview. Thus avoiding the proposed plan to only increase the full-time dues when future short falls arise till they are double the part-time fees.
No HOA Governing Documents: Residents will not be subject to CC&Rs or Bylaws, eliminating the conflicts and complications of rule enforcement.
No HOA Bureaucracy: Elimination of HOA paperwork, approvals, and reporting requirements.
Eliminating the lower gates would open up our community, enhancing freedom of movement and fostering a more inclusive neighborhood environment without the restrictions of a gated setup.
Administered by a qualified Public Utilities Commission (PUC) municipal authority rather than by a volunteer board, also avoiding concerns about future part-time water expansion needs.
Low water costs: By being part of the Fairview's water system, we will benefit from their reduced water rates and avoiding the current high impact fees.
By becoming part of Fairview City, we become eligible for additional municipal services. These services may become available based upon zoning and short vs long-term planning of Fairview City.
Availability of Sewer Services: Residents may gain access to city sewer systems that would provide efficient waste management, reducing maintenance hassles and environmental concerns associated with private systems.
Availability of Natural Gas Services: Residents may gain access to natural gas options, offering a more reliable and potentially cost-effective energy source for heating and cooking compared to limited alternatives.
Availability of Garbage Disposal: Residents may gain access to city managed garbage services.
Availability of Routable Home Addresses: Residents may receive standardized city addresses, resolving navigation issues with county addresses and making it easier for deliveries, visitors, and emergency services to find us.
Not being subject to an HOA will increase our property values. Potential buyers are more apt to purchase properties that do not belong to an HOA.
Immediate access to Fairview's emergency services ensures faster response times and better coverage, safeguarding families and properties in times of need.
Access to state funding through Fairview City means our roads can be properly paved and maintained, improving safety, accessibility, and vehicle longevity while addressing the poor road conditions that have plagued our area.
Fairview's century-long history in governance provides a stable foundation, allowing us to benefit from time-tested practices.
Oversight would transition to Fairview City, ensuring structured management and the implementation of a formal maintenance schedule for all existing equipment and assets.
Fairview's established city processes are more efficient than county-level ones, speeding up approvals for home improvements or developments.

Annexation isn't just about Skyline Mountain Resort—it's a win for Fairview and surrounding areas too. By uniting our resources, we enhance property values, expand opportunities, and strengthen the entire region. Here's what everyone stands to gain:
More accessible services like utilities and emergency response make properties more desirable, boosting market values and providing long-term financial benefits for owners.
Without the county's 5-acre minimum requirement, landowners can subdivide more flexibly, opening up possibilities for development and personalized use of space.
Fairview's taxes are the second lowest in the county, replacing higher county rates and putting more money back into residents' pockets for savings or investments.

Part-time owners will directly benefit from lower costs and a less complicated HOA experience while maintaining access to the existing ammonites. Here’s how this transition benefits you:
Having an exclusive group of part-time mountain owners in the HOA will simplify and streamline operations and allow members to focus exclusively on issues that affect them.
Annexation of the lower area could reduce part-time mountain HOA fees by nearly half. Helping members to save thousands of dollars over the years.
Part of the transition will be implementing smart gates where the existing snow gates now reside. Thus preserving the peace and quite upper-mountain area.
Having only part-time owners will help simplify CC&R's and Bylaws.
Fairview City would take over management, dissolving the high costs of running the resort independently and allowing part-time owner's resources to be redirected toward upper-mountain needs.

We understand change can bring questions. Here, we address some common ones based on resident feedback, with straightforward, reassuring answers to build your confidence in this proposal.
No—while there may be shifts in specific fees, the net effect is lower expenses through reduced utility rates, eliminated resort operations costs, and Fairview's low property taxes, all designed to alleviate financial pressures.
Removing gates promotes openness, but Fairview's regulations maintain community standards, ensuring a balance between accessibility and the serene feel we value.
Integration with Fairview's established emergency systems means dedicated police, fire, and ambulance coverage, leading to quicker responses than our current isolated setup.
We've streamlined it: Signing the petition is your simple first step, and Fairview's experienced governance handles the rest without requiring new documents from us.
Annexation allows for efficient permitting while following city rules that protect our natural surroundings, giving residents more control over balanced growth.
(Need to put an answer for this)
(we need a answer for this question) -- perhaps the Zoning will deal with this.
